Manoy Wilbert Lee Urges DA to Fast-Track Implementation of P3-B Cold Storage Facilities and Strengthen Supply Monitoring

Manoy Wilbert Lee Urges DA to Fast-Track Implementation of P3-B Cold Storage Facilities and Strengthen Supply Monitoring AGRI Party-list Representative and Senatorial aspirant Manoy Wilbert Lee welcomed the Department of Agriculture’s (DA) initiative to allocate P3 billion for the construction of 99 cold storage facilities across the country. However, he underscored the need for comprehensive supply monitoring to prevent price surges in agricultural products. Manoy Wilbert Lee Calls for Enhanced Post-Harvest Facilities “For years, we have pushed for increased funding for post-harvest facilities, particularly cold storage units, to match pre-harvest services. This initiative is long overdue,” said Manoy Wilbert Lee. Aside from advocating for larger budget allocations during budget deliberations, AGRI Party-list has proposed legislation to boost support for cold storage facilities, dryers, threshers, and transport equipment—all crucial for improving farmers’ income and stabilizing food prices. Strict Supply Monitoring to Prevent Hoarding and Price Manipulation Despite the promising development, Manoy Wilbert Lee emphasized that these efforts would be ineffective without a strict and efficient monitoring system. “These cold storage units will have little impact if there is no effective supply monitoring system in place. Hoarders and price manipulators continue to exploit agricultural supply gaps, driving food prices up while Filipinos struggle with affordability,” he warned. Legislative Efforts to Strengthen Food Security As the principal author of Republic Act No. 12022, or the Anti-Agricultural Economic Sabotage Law, Manoy Wilbert Lee continues to push for reforms that will protect farmers and consumers from unfair trade practices. One of the key measures proposed is House Bill No. 3958, or the Post-Harvest Facilities Support Act, which mandates the DA—along with the DPWH, DAR, and DTI—to provide post-harvest equipment and storage facilities to farmer cooperatives. Food Security Emergency: A Short-Term Fix The looming Food Security Emergency has prompted discussions about short-term and long-term solutions for food affordability and supply stability. “We support the Food Security Emergency declaration, but it’s only a temporary fix. Long-term strategies are needed to ensure sustained support for Filipino farmers and local food producers,” Lee stressed. Food Security as National Security “Food security is a national security concern. Farmers are our ‘food security soldiers.’ We must prioritize funding, proper infrastructure, and immediate action to ensure a stable and affordable food supply for all Filipinos,” Manoy Wilbert Lee concluded. #ManoyWilbertLee #AGRIPartylist #SupportFarmers #FoodSecurity #ColdStorage #AgriculturalReform Previous Activities Share the News! Cong.

Wilbert “Manoy” T. Lee continues to be a vocal supporter of agricultural investment as a solution to rising inflation. In the upcoming 2025 budget deliberations, Lee is committed to amending the National Expenditure Program (NEP) to secure additional funds for the agriculture sector, which has been reduced to P211 billion in the current proposal. He argued that supporting agriculture is the “best defense” against inflation by stabilizing local food prices and reducing dependency on imports. Lee’s vision includes meaningful spending to ensure government assistance for agriculture spanning the entire value chain—from planting to harvesting to distribution. His advocacy for the digitization of the Registry System for Basic Sectors in Agriculture (RSBSA) further underscores his commitment to streamlining assistance to farmers, ensuring they receive timely support. Through his initiatives like the Post-Harvest Facilities Support Act and the Kadiwa Agri-Food Terminal Act, Lee is actively working to secure resources that will directly benefit the agriculture sector. His dedication to the cause reflects his belief in empowering the nation’s “food security soldiers” to help alleviate the economic burden on Filipino families and secure the country’s food future. #SupportOurFarmers #InflationSolutionsPH #WilbertLeeForAGRI Previous Activities Share the News! Cong. Wilbert Lee Champions Bigger Budget for Agriculture in 2025

Cong. Wilbert Lee Champions Bigger Budget for Agriculture in 2025 Determined to strengthen the country’s agriculture sector, Cong. Wilbert “Manoy” T. Lee pushes for a substantial budget increase.  Lee highlighted the pressing need for more funds to support food security, especially in light of climate challenges like El Niño and the anticipated La Niña phenomenon. He stressed the urgency, stating, “Ito ang dapat na prayoridad at dagdagan ng suporta ng gobyerno,” emphasizing that government investments should prioritize food sufficiency and sustainable agriculture practices. The proposed P211 billion agriculture budget, down from last year’s P221.7 billion, marks a significant reduction, which Lee views as a hindrance to achieving the nation’s food security goals. Notably, the Department of Agriculture (DA) had originally projected a P513 billion requirement to fund agricultural modernization and anti-smuggling efforts. Lee supports the DA’s initial target, believing it reflects the sector’s true needs, especially for modernization initiatives that increase productivity and curb food inflation. A staunch advocate for modernization, Lee has continuously urged PhilMech to maximize their funds for farm equipment and post-harvest facilities, which are crucial for supporting agricultural productivity. Through his legislative efforts, including House Bill No. 3958 for post-harvest facilities and House Bill No. 3957 for Kadiwa agri-food terminals, Lee aims to build stronger market linkages for farmers and fisherfolk, ultimately leading to affordable food prices and economic stability for millions of Filipinos. #AGRIForProgress #WilbertLeeAdvocacy #FoodSecurityPH Previous Activities Share the News! Restoring NFA Power To Sell Rice To Bring Price To As Low As P37/Kilo — Lee

Restoring NFA Power To Sell Rice To Bring Price To As Low As P37/Kilo — Lee In the House deliberations on amending Republic Act No. 11023 or the Rice Tariffication Law (RTL), AGRI Party-list Rep. Wilbert T. Lee has reiterated his call to restore the National Food Authority’s (NFA) power to buy palay from local farmers which would be sold at a cheaper price in the market for as low as P37 per kilo. According to Lee, if NFA were allowed to buy local palay and sell it to the public, it might result in P37 to P40 per kilo in the market, from the current P51 to P57 per kilo. The enactment of the RTL in 2019 prohibited the NFA from directly selling rice stocks to the market and limited its function to storing buffer stocks for calamities.    During the recent briefing at the House Committee on Agriculture and Food, the Department of Agriculture (DA) expressed its commitment to study the proposal to restore the NFA power to sell cheaper rice to the public.  The DA likewise proposed reallocation of the Rice Competitiveness Enhancement Fund (RCEF) as follows: 55% from 50% for farm machinery and equipment, retain 30% for Rice Seed Development, and 5% new allotment for the Soil Health Improvement, among others.  Lee, who filed House Resolution No. 1636 to scrutinize the impact of RCEF, welcomed these proposed amendments underscoring that the increased allocation for farm machinery and equipment to be implemented by the Philippine Center for Postharvest Development and Mechanization (PhilMech) will greatly benefit the productivity of local rice farmers. While Lee recognizes the high utilization rate of the RCEF Mechanization Program, he pointed out that there must be a proactive effort in supporting potential beneficiaries who cannot comply with the requirements due to the lack of resources such as the capacity to construct warehouses. Kaya let us demand better.” Cleanse NFA Of Corrupt Officials, Lee Urges PBBM

Cleanse NFA Of Corrupt Officials, Lee Urges PBBM AGRI Party-list Rep. Wilbert T. Lee on Wednesday urged President Ferdinand “Bongbong” Marcos, Jr. to purge corrupt officials and employees of the National Food Authority (NFA) in order to restore public trust in the agency. Lee issued the call after NFA Administrator Roderico Bioco and 138 other NFA officials and employees were suspended by the Office of the Ombudsman for their alleged involvement in the anomalous sale of the government’s rice buffer stocks. “In order to restore the trust of the public in the NFA, there needs to be a revamp and the first step to that is to remove all officials involved in anomalies,” he added. The Ombudsman found  “sufficient grounds” to suspend Bioco and the others saying there was “strong evidence showing their guilt.” Amid the alleged anomalous sale of rice reserves, the Bicolano lawmaker filed House Resolution No. 1625 to probe the current policies of the NFA and its implementation regarding the optimal utilization of their goods and proper disposal methods. According to Lee, “There is a need to identify any gaps or loopholes in the existing policies of NFA. For the past several years, the Philippines has been resorting to imports to augment the rice supply in the local market. During a recent bilateral meeting with Cambodian Prime Minister Hun Manet, President Marcos said the Philippines wants to engage Cambodia in trade in agriculture, specifically rice. The country is also considering Cambodia as a rice supplier amid the El Niño dry spell. Lee To DENR: Update List Of Abandoned, Undeveloped, Underutilized Fishponds For Mangrove Conversion

Lee To DENR: Update List Of Abandoned, Undeveloped, Underutilized Fishponds For Mangrove Conversion AGRI Party-list Rep. Wilbert T. Lee on Wednesday urged the Department of Environment and Natural Resources (DENR) to update its list of abandoned, undeveloped, and underutilized (AUU) ponds covered by Fishpond Lease Agreements (FLA) so that these may be converted back to mangrove forests. Citing the Amended Fisheries Code, Lee said it is the duty of the DENR, together with local government units, other concerned agencies, and Fisheries and Aquatic Resources Management Councils (FARMCs), to determine which AUU fishponds covered by FLAs can be reverted to their original mangrove state and to take all steps necessary to restore such areas in their original mangrove state after such determination has been made. “Mangrove forests are important especially in coastal communities as they provide not only a source of food but also protect coastlines and prevent erosion,” he said. Responsibilidad din ng DENR na ibalik ang mga ito sa pagiging mangrove forests,” he added as he called for the full implementation of the law. Lee undercored the need to tighten the implementation of laws and policies, stressing that “We already have the law in place, kailangan lang ang maayos at seryosong pagpapatupad nito.” The Bicolano lawmaker also called for adequate budgetary support to fast-track the conversion of the AUU fishponds back to their original mangrove state, as part of the effort to restore mangrove cover in the country. “According to scientists and leading maritime conservation groups, about 50 percent of our mangroves have been lost to fishpond conversion and other coastal projects, making us the second worst country in Southeast Asia in terms of mangrove losses. It is high time that we do something about this,” he said. Moreover, Lee, principal author of House Bill No. 9662, or the “Blue Economy Act,” called on the Senate to approve their version of the bill. The proposed legislation would provide a framework for the safe use and sustainable development of maritime resources in the country. “Blue economy” refers to a practical ocean-based economic model using green infrastructure and technologies, innovative financing mechanisms, and proactive institutional arrangements for meeting the twin goals of protecting our oceans and coasts and enhancing its potential contribution to sustainable development, including improving human well-being, and reducing environmental risks and ecological scarcities. Legislation Share the News! Previous PostNext Post Latest Posts 09 Oct 2024 Cheaper Rice now! Cong. Wilbert “Manoy” T. Lee Calls For Stricter Enforcement Of Anti-Overfishing Laws To Replenish Philippine Fish Stocks

Lee Calls For Stricter Enforcement Of Anti-Overfishing Laws To Replenish Philippine Fish Stocks The government should tighten the implementation of laws to safeguard against overfishing to increase the country’s fish stock, AGRI Party-list Rep. Wilbert T. Lee said Wednesday. “While President Marcos said last year that he was not imposing a fishing ban, the government should fully implement existing fishery laws and regulations that would deter illegal fishing activities and the encroachment of commercial fishing vessels into municipal waters,” Lee said. The Bicolano lawmaker issued the statement following the release of a report from the Philippine Statistics Authority, which showed a 5.2 percent decrease on the fisheries production in the country for the fourth quarter of 2023 compared to the year before. Lee said the decline in fisheries production “is certainly very concerning considering that we are an archipelagic country with one of the longest coastlines in the world.” “We are declared as the world’s center of marine biodiversity and yet our fisheries output has been consistently declining. Sabi nga ng mga kabataan, make it make sense,” he said. The latest report from the PSA showed that the 0.7 percent year-on-year increase in agriculture output in the fourth quarter of 2023 was driven mainly by improved crops, poultry, and livestock production.  Poultry production grew by 7.8 percent accounting for 13.7 percent of the total agriculture output, while livestock posted a 2.7 percent growth. Crop production, which accounted for the majority of the total farm output at 58.7 percent, grew 0.1 percent year-on-year. Advocacy Share the News!
