Amending RTL Only A Start, Cleansing Of NFA Crucial To Bringing Down The Price Of Rice – Lee AGRI Party-list Rep. Wilbert T. Lee lauded the approval of the proposed amendments to Republic Act No. 11203 or the Rice Tariffication Law (RTL) by the House Committee on Agriculture and Food, but also reiterated the need to purge corrupt officials in the National Food Authority (NFA) to lower the price of rice. Lee, who earlier filed House Resolution No. 1636 to review and assess the impact of RTL said, “Natutuwa tayo na aprubado na ng Komite ang isinulong nating pag-amyenda sa RTL, para mas mapalawak pa ang mga benepisyo nito, at matuldukan ang mga nagpabigat lang sa pasanin ng ating local food producers at consumers.”  “Pangunahin sa layunin natin na maibalik ang mandato ng NFA na pagbili ng palay sa mga lokal na magsasaka sa presyong sigurado ang kanilang kita, at pagbebenta nito sa merkado sa halagang hindi mabigat sa bulsa ng consumers. Maiiwasan din dito ang mga mapagsamantalang middleman at traders, na binabarat ang mga magsasaka at nagpapatong pa ng malaking halaga sa presyo ng bigas,” Lee pointed out. “Sa pamamagitan nito, bukod sa tataas ang kita ng mga magsasaka, gaganahan din silang pataasin ang kanilang produksyon, na eventually, magpapamura sa bigas at hahatak pababa sa overall inflation,” the solon added. According to the Bicolano lawmaker, restoring the NFA power to sell cheaper rice in the market would significantly drive down the retail prices of the staple food to as low as P37 per kilo.  “Pero para mangyari ito, dapat may tapat at maaasahan tayong liderato ng NFA na babaston sa ahensya, para hindi na ito pamugaran ng anomalya. Tungkulin ng NFA na tulungan ang mga magsasaka at consumers, hindi maging kasosyo ng mga traders,” Lee stressed. “Bukod dito, dapat ding maging seryoso ang mga ahensya ng gobyerno para sugpuin at may masampolan na sa agri smuggling na pumapatay sa kabuhayan ng ating local food producers,”  he added.  As to the increasing the budget allocation for farm machinery and equipment to be sourced from the Rice Competitiveness Enhancement Fund (RCEF), Lee reiterated that this would greatly help more farmers and fisherfolk if the Department of Agriculture (DA) and Philippine Center for Postharvest Development and Mechanization (PhilMech) continue to commit in simplifying and streamlining its requirements to avail of these machineries that he persistently pushed for. “Gaano man po kaganda ang isang batas, kung pupugak-pugak naman ang implementasyon at pahirapang matanggap ang serbisyong dapat ihatid nito, eh wala rin itong silbi. Our local food producers and consumers deserve better, so we must demand for better services and implementation of our laws to help them improved their plight,” Lee said.  “Hindi na puwede ang puwede na. Gumagawa at nagpapatupad tayo ng mga polisiya at batas para maging Winner Tayo Lahat. Ang dapat na tutok natin: dagdag na trabaho, dagdag na kita, sapat at murang pagkain at maaasahang serbisyong pangkalusugan para sa lahat para mabawasan ang pangamba ng bawat pamilya na lalong malubog sa kahirapan, ” he added.  The RTL was signed into law in 2019 supposedly to reduce the price of rice and help farmers who would be hurt by the removal of quantitative restrictions – or a ceiling on the volume – on imported rice. Lee Raises Alarm Over Inconsistent El Niño Damage Data From DA, NDRRMC AGRI Party-list Rep. Wilbert T. Lee has underscored the importance of consistent and accurate government figures being reported on agricultural damage due to El Niño, particularly data from the Department of Agriculture (DA) and the National Disaster Risk Reduction and Management Council (NDRRMC). “Nakakalito ang mga lumalabas na datos mula sa DA at NDRRMC. Bukod sa hindi nagtutugma, napakalaki ng diperensya ng inilalabas nilang mga numero” Lee said. “Ayon sa DA, umabot na sa halos P6 billion ang pinsala sa agrikultura sa bansa dulot ng El Niño noong April 30. Sa inilabas naman na situation report ng NDRRMC noong April 29, nasa mahigit P1.6 billion ang tinatayang pinsala sa agrikultura. Dapat linawin kung bakit magkaiba at alin ang dapat sundin dito,” he added. According to the DA, the blistering temperatures brought about by the El Niño have caused P5.9 billion in damage to the agricultural sector, affecting 113,585 farmers and fisherfolk in 12 regions in the country and devastating a total of 104,402 hectares of agricultural areas. The latest report from the NDRRMC, meanwhile, shows 46,805 farmers and fisherfolk affected by the extreme heat, with 44,437 hectares of crops impacted for a total of more than P1.6 billion in agricultural damage. “The appropriate mitigation and response to El Niño is dependent on accurate data, especially since this is the basis for the assistance being given by the government to those affected by the phenomenon. How much will be given to how many is reliant on the reports being published kaya sana po ay magkaroon ng maayos na komunikasyon sa pagitan ng mga ahensiya ng gobyerno na nag-a-assess at naglalabas ng mga ganitong datos,” the Bicolano lawmaker stressed. According to the DA, it has so far provided at least P2.18 billion worth of assistance to El Niño devastated farmers and fisherfolk. The agency said that its regional offices have provided production support worth P658.22 million and P1.06 billion financial assistance to rice farmers in Cagayan Valley and Mimaropa.  “Napaka-crucial ng tamang datos para makapaghatid ng sapat at mabilis na tulong sa mga nangangailangan. Lee To DA: Ready QRF For Drought-Hit Areas The Department of Agriculture (DA) should anticipate more areas in the country to be declared under a state of calamity due to drought and ready its Quick Response Fund (QRF) under this year’s calamity funds so that it can be immediately tapped and released to aid drought-hit farmers, AGRI Party-list Rep. Wilbert T. Lee said. This, as the local government of San Enrique town in Negros Occidental declared the municipality under a state of calamity following weeks of rising temperatures, dry weather conditions, and lack of rainfall.  The town’s mayor says 90 percent of the town’s rice fields have already dried up and farmers couldn’t start replanting due to the unfavorable weather conditions. San Enrique is home to some 26,000 people and is one of the top rice-producing towns in Negros Occidental. A large chunk of the town’s 2,884.75-hectare land area are rice farms. About 20 local government units (LGUs) have declared a state of calamity due to the impact of El Niño. “Kailangang i-expect natin na sa darating na mga linggo ay madadagdagan pa ang mga lugar na magdedeklara ng state of calamity dahil sa matinding init at tagtuyot. Kaya dapat siguraduhin ng DA na ready for release at download sa kanilang regional offices ang QRF kapag nagdeklara na ng state of calamity ang mga LGU para naman mabigyan ng agarang ayuda ang mga apektadong magsasaka sa mga lugar na ‘yon,” Lee said. The Bicolano lawmaker also asked the DA and the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) to coordinate for possible cloud-seeding operations over major farm areas in the country to cushion the detrimental effects of the El Niño. Lee on Wednesday called for a swift and impartial resolution of the ongoing investigation on the alleged anomalous sale of the government’s rice buffer stocks by the National Food Authority (NFA). The Bicolano lawmaker made the statement after the Ombudsman also suspended Piolito Santos, who was appointed acting NFA administrator last week, and Jonathan Yazon, acting department manager for operation and coordination of the NFA. “Welcome development itong inilabas ng Ombudsman na suspension order sa dalawa pang opisyal ng NFA. Dapat maging mabilis at patas itong imbestigasyon at malaman ang katotohanan sa anomalyang ito sa ahensya,” Lee said. “Gusto natin na agarang mapanagot ang dapat managot, at siguruhing makabalik agad sa trabaho ang mga kawaning nadamay lang at walang kasalanan, lalo pa’t siguradong napakalaki na ng psychological impact ng kontrobersiyang ito sa kanilang mga pamilya,” he added. Lee earlier urged President Ferdinand “Bongbong” Marcos, Jr. to purge NFA of corrupt officials in order to restore the public’s trust in the agency. He further reiterated that the agency’s operations must not be hindered, especially in easing the burden of local farmers, who continue to suffer from the detrimental effects of El Niño. “Sa harap ng imbestigasyong ito, kailangang siguruhin na hindi mapaparalisa ang operasyon ng NFA dahil kapag nangyari ito, kawawa lalo ang ating mga lokal na magsasaka,” the solon pointed out. According to Lee, “Dapat matanggal sa NFA ang mga tiwali o may bahid ng korapsyon, lalo na sa hanay ng mga opisyal nito. Tungkulin ng NFA na mapagaan ang pasanin ng mga lokal na magsasaka, makatulong sa mga consumers na makabili ng mas murang bigas at maghatid ng agarang ayuda sa mga apektado ng sakuna, hindi yung pinalalaki pa nila ang kita ng mga mapagsamantalang traders.” Lee filed House Resolution No. 1625 which aims to identify any gaps or loopholes in the existing policies of the NFA and determine what legislation is necessary to ensure the agency’s optimal utilization of goods and proper disposal methods. “Winner Tayo Lahat kung mauubos ang mga tiwali saanmang ahensya ng gobyerno, kung nagtatrabaho ito para magkaroon ng tiyak na kabuhayan, dagdag na kita, sapat at masustansyang pagkain, at maibsan ang pangamba ng bawat pamilya na wala silang panggastos kapag sila ay nagkasakit,” Lee stressed. Lee Lauds High RCEF Utilization, Asks PhilMech To Provide More Post-Harvest Equipment AGRI Party-list Rep. Wilbert T. Lee lauded the high utilization rate of the Rice Competitiveness Enhancement Fund’s (RCEF) Mechanization Program. “Nakakatuwa na sa wakas ay nama-maximize na ang paggamit sa pondong para naman talaga sa ating mga magsasaka,” Lee said. The Bicolano lawmaker was reacting to the Philippine Center for Postharvest Development and Mechanization’s (PhilMech) report of a 91.6 percent delivery rate for the machines procured under the RCEF. “Ang pera ng taumbayan, dapat gamitin para sa kapakinabangan ng taumbayan. Kaya nagpapasalamat tayo sa pakikipagtulungan ng PhilMech, sa pamumuno ni Dir. Dionisio Alvindia, para pagaanin ang pasanin ng ating mga magsasaka at mangingisda na itinuturing nating food security soldiers,” Lee said. “Sa pag-iikot natin, itong farm equipment and mechanization ang talagang pinakahinihintay nila para mapataas ang kanilang produksyon at kita, na magagamit nila pantustos sa iba pa nilang mga bayarin, lalo na sa panahon ng emergency o pagkakasakit,” he added.   Data from the Department of Budget and Management (DBM) revealed that the RCEF’s utilization in 2019 was a mere 36.54 percent. It improved to 86.45 percent in 2020, but slipped to 80 percent in 2021 and further declined to 76.16 percent in 2022. The PhilMech attributed the RCEF’s low utilization levels to delays in the initial disbursements. The agency said it has already obligated ₱24.9 billion for the procurement of agricultural equipment and has distributed 28,817 pieces of farm equipment including 14,713 land preparation machines; 4,284 crop establishment technologies; 8,210 harvesting and threshing equipment; 768 drying technologies, and 842 milling equipment. “Matagal na nating sinasabi na ang susi sa food security ng bansa at para maging Winner Tayo Lahat ay ang pagkakaroon ng mga karagdagang post-harvest facilities tulad ng cold storages, dryers, at transport facilities,” Lee stressed. “Bukod sa dagdagan, panawagan din natin sa PhilMech na pabilisin pa ang pamimigay ng post-harvest equipment. Dapat simplehan at iklian lang ang mga requirements na hinihingi ng gobyerno mula sa mga magsasaka at kooperatiba.” “Naghain din tayo ng House Resolution No. 1636 para tukuyin at suriin ang mga naging hamon at problema sa RCEF, at nang mas mapabuti pa ang implementasyon nito sa isusulong natin na pagpapalawig ng programa,” the solon added. The RCEF is a six-year allocation of ₱10 billion anually starting 2019, granted under Republic Act No. 11203 or the “Rice Tariffication Law.” It is meant to improve rice farmers’ competitiveness amid the liberalized rice trade policy. PhilMech is the implementing agency for the RCEF’s farm mechanization component. The program gets ₱5 billion of the annual RCEF.  Advocacy Share the News! Cleanse NFA Of Corrupt Officials, Lee Urges PBBM AGRI Party-list Rep. Wilbert T. Lee on Wednesday urged President Ferdinand “Bongbong” Marcos, Jr. to purge corrupt officials and employees of the National Food Authority (NFA) in order to restore public trust in the agency. Lee issued the call after NFA Administrator Roderico Bioco and 138 other NFA officials and employees were suspended by the Office of the Ombudsman for their alleged involvement in the anomalous sale of the government’s rice buffer stocks. “Malaking kasalanan ang paglustay sa supply ng bigas, lalo pa napakamahal ng presyo ng pagkain at mga pangunahing bilihin ngayon,” Lee said. “In order to restore the trust of the public in the NFA, there needs to be a revamp and the first step to that is to remove all officials involved in anomalies,” he added. The Ombudsman found  “sufficient grounds” to suspend Bioco and the others saying there was “strong evidence showing their guilt.” Amid the alleged anomalous sale of rice reserves, the Bicolano lawmaker filed House Resolution No. 1625 to probe the current policies of the NFA and its implementation regarding the optimal utilization of their goods and proper disposal methods. According to Lee, “There is a need to identify any gaps or loopholes in the existing policies of NFA. Kailangang linawin ang mga polisiya,  tuldukan ang mga kalakaran na ugat ng katiwalian, at panagutin ang mga corrupt na dumadagdag lang sa pasanin ng taumbayan.” “Sa panahon na hirap ang ating mga magsasaka sa ani dahil sa epekto ng El Niño, kailangan natin ng mamumuno sa NFA na walang bahid ng korapsyon. Kung maayos lang sana ang pamahahala ng buffer stock ng bigas, mababawasan ang pag-angkat natin nito,” the solon said. For the past several years, the Philippines has been resorting to imports to augment the rice supply in the local market. During a recent bilateral meeting with Cambodian Prime Minister Hun Manet, President Marcos said the Philippines wants to engage Cambodia in trade in agriculture, specifically rice. The country is also considering Cambodia as a rice supplier amid the El Niño dry spell. “Upang maayos ang supply ng mga pangunahing pagkain, kailangan natin ng maaasahan na magsusulong ng interes ng publiko at hindi pansariling interes. Kailangan natin ng mga lider na tapat na maglilingkod at magtatrabaho para maging Winner Tayo Lahat,” Lee stressed. “Ang dapat na tutok natin ay kung paano mababawasan ang pangamba ng ating mga kababayan pagdating sa kanilang kabuhayan, kita, pagkain, at lalong-lalo na sa kalusugan, hindi yung ang mga nasa gobyerno pa ang dahilan ng pagbigat ng kalbaryo ng mga Pilipino,” he added. Lee To DENR: Update List Of Abandoned, Undeveloped, Underutilized Fishponds For Mangrove Conversion AGRI Party-list Rep. Wilbert T. Lee on Wednesday urged the Department of Environment and Natural Resources (DENR) to update its list of abandoned, undeveloped, and underutilized (AUU) ponds covered by Fishpond Lease Agreements (FLA) so that these may be converted back to mangrove forests. Citing the Amended Fisheries Code, Lee said it is the duty of the DENR, together with local government units, other concerned agencies, and Fisheries and Aquatic Resources Management Councils (FARMCs), to determine which AUU fishponds covered by FLAs can be reverted to their original mangrove state and to take all steps necessary to restore such areas in their original mangrove state after such determination has been made. “Mangrove forests are important especially in coastal communities as they provide not only a source of food but also protect coastlines and prevent erosion,” he said. “Malinaw po na nakasaad sa Republic Act No. 8550 o Fisheries Code na kailangang mayroong listahan ang DENR ng mga hindi na ginagamit o napabayaan nang mga palaisdaan. Responsibilidad din ng DENR na ibalik ang mga ito sa pagiging mangrove forests,” he added as he called for the full implementation of the law. Lee undercored the need to tighten the implementation of laws and policies, stressing that “We already have the law in place, kailangan lang ang maayos at seryosong pagpapatupad nito.” “Dapat maipatupad ang mga batas sa pangangalaga sa kalikasan bilang proteksyon din ng ating mamamayan mula sa sakuna, at para mabigyan sila ng tiyak na kabuhayan, dagdag na kita, sapat at masustansyang pagkain, at mabawasan ang pangamba na wala silang panggastos ‘pag sila ay nagkasakit,” the solon said. The Bicolano lawmaker also called for adequate budgetary support to fast-track the conversion of the AUU fishponds back to their original mangrove state, as part of the effort to restore mangrove cover in the country. “According to scientists and leading maritime conservation groups, about 50 percent of our mangroves have been lost to fishpond conversion and other coastal projects, making us the second worst country in Southeast Asia in terms of mangrove losses. It is high time that we do something about this,” he said. Moreover, Lee, principal author of House Bill No. 9662, or the “Blue Economy Act,” called on the Senate to approve their version of the bill. The proposed legislation would provide a framework for the safe use and sustainable development of maritime resources in the country. “Blue economy” refers to a practical ocean-based economic model using green infrastructure and technologies, innovative financing mechanisms, and proactive institutional arrangements for meeting the twin goals of protecting our oceans and coasts and enhancing its potential contribution to sustainable development, including improving human well-being, and reducing environmental risks and ecological scarcities. “Kailangan nating pangalagaan ang ating yamang tubig upang mapakinabangan din ito ng mga susunod pang henerasyon para Winner Tayo Lahat, maging ang ating mga apo sa tuhod at apo sa talampakan. Provide More Support To Onion Farmers To Lower Prices: Para ‘Di Umusa Sa Online Sellers Ang Consumers! AGRI Party-list Rep. Wilbert T. Lee urged the Department of Agriculture to provide additional support for local farmers, such as onion producers, to increase their income and lower the price of goods, so that consumers won’t prefer cheaper illegally-sourced products online. Lee was reacting to the proliferation of smuggled onions being sold online, some for as low as ₱25 per kilogram, which have caused farmgate prices of the crop to plunge. “Hindi po natin masisisi ang ating mga kababayan kung tangkilikin nila ang mga di hamak mas murang produkto na nabibili online, kasama na itong sibuyas. The Samahang Industriya ng Agrikultura (Sinag) earlier noted that onion farmers are already incurring losses with the current ₱28 per kilo farmgate price as the production costs now stand at ₱30 per kilo. According to Lee, “dapat dagdagan ang suporta sa ating mga lokal na magsasaka, kabilang na ang on time na pagdating ng ayuda, access sa mas murang farm inputs tulad ng fertilizers at pesticides, pati na ang dagdag na post-harvest facilities gaya ng cold storages.”  “Kapag tinulungan natin sila sa mas murang production costs, at mas mabilis na access sa merkado at consumers, tataas ang kita ng ating mga local farmers, na mag-e-engganyo rin sa kanilang taasan ang produksyon, na magpapababa naman sa presyo.” “’Pag nangyari ito, hindi na kailangan umasa sa ilegal at mas murang produkto na nabibili online. Panalo ang magsasaka, panalo ang consumers, Winner Tayo Lahat,” Lee stressed.  The Bicolano lawmaker also called on the Bureau of Customs (BoC) to impose tighter measures to halt the entry of smuggled onions and other agricultural products into the country. He also urged the Department of Trade and Industry (DTI) to implement more stringent measures to curb the sale of illegally-sourced agricultural products online. “In coordination with the Bureau of Plant Industry (BPI), kailangan suriin ang health hazard ng mga ibinebentang sibuyas online, sa pagsasagawa ng phytosanitary tests, at magbigay ng kaukulang babala sa publiko lalo na kung hindi ito ligtas kainin,” Lee pointed out. “Dapat lang na paigtingin ng gobyerno ang pagprotekta sa kabuhayan at kalusugan ng ating mga kababayan. Prayoridad dapat natin kung paano mapapagaan ang pasanin ng local producers at consumers. Mahalagang masiguro na may tiyak na trabaho, dagdag na kita, sapat at masustansyang pagkain ang bawat pamilya, at mabawasan ang pangamba na walang panggastos at lalong mabaon sa hirap sa panahon ng emergency o pagkakasakit.”  Advocacy Share the News! Construction Of More Post-Harvest Facilities Needed To Complement Increase In Agri Loans – Lee The government should ramp up the construction of post-harvest facilities this year to complement the increased borrowing of farmers for strategic financing for agriculture and fisheries production, AGRI Party-list Rep. Wilbert T. Lee said on Wednesday. Lee issued the call after the Land Bank of the Philippines (Landbank) reported loans to agriculture and rural development stood at P755.1 billion at the end of 2023, equivalent to a 23% growth compared to the third quarter of last year. “Natutuwa tayo na nakapagpautang ang Landbank ng P255.2 billion para sa agriculture, fisheries, at rural development infrastructure projects tulad ng public markets, highways, and transport systems; P118.1 billion para sa processing ng fisheries, agri-based products at farm inputs; at P70 billion para sa modernisasyon ng pagsasaka at business processes. Malaking tulong ito para mapatatag ang ating supply chain at mapababa ang presyo ng mga produktong agrikultura,” Lee said. “Pero kasabay nito, kailangan ding tapatan ng ating pamahalaan ang mga inutang ng ating mga magsasaka at mangingisda ng dagdag na infrastructure projects na popondohan ng kaban ng bayan, lalong lalo na sa post-harvest facilities katulad ng cold storage,” he stressed. The Bicolano lawmaker pointed out that extremely high post-harvest losses have perennially shrunk the volume of agricultural products reaching the market, driving prices upwards. “Matagal na po nating sinasabi na kailangang tutukan ang mga pasilidad na dinadaanan ng mga produkto bago makarating sa merkado. As agricultural loans increase, the government must also allocate more funding to improve and facilitate farm-to-market linkages and provide additional support to post-harvest facilities,” he said. Lee previously said the lack of post-harvest facilities may have contributed to low local production and high prices of agricultural products, such as onions and other vegetables. “Sa kakulangan ng post-harvest facilities, marami ang nasasayang, nalalamog o nabubulok na mga produkto, at malaki rin ang ginagastos sa pahirapang paghahatid ng ani sa merkado,” the legislator said. Lee renewed his call for the passage of House Bill No. 3958, which mandates the government to fund the construction of post-harvest facilities like warehouses, rice mills, and transport facilities. The solon also urged and secured the commitment of the Department of Agriculture to simplify and streamline the tedious and cumbersome requirements needed by farmers, fisherfolk and cooperatives in order to receive much-needed assistance to boost their production, stressing that “hindi dapat kilo-kilometro ang requirements ng gobyerno bago tulungan ang mga nangangailangan nating kababayan.” “Panahon na para gawing prayoridad ang pagpapagawa ng post-harvest facilities. Hindi sapat na ang suporta sa mga agri workers ay hanggang pre-harvest o pagtatanim lamang, dapat silang tulungan hanggang sa anihan at pagbebenta ng produkto,” he said. “Sa dagdag na suporta para sa post-harvest facilities, may dagdag na kita ang mga magsasaka at mangingisda, may dagdag pantustos sa pangangailangan ng pamilya, at bawas pangamba naman lalo sa panahon ng pagkakasakit. Lee Calls For Stricter Enforcement Of Anti-Overfishing Laws To Replenish Philippine Fish Stocks The government should tighten the implementation of laws to safeguard against overfishing to increase the country’s fish stock, AGRI Party-list Rep. Wilbert T. Lee said Wednesday. “While President Marcos said last year that he was not imposing a fishing ban, the government should fully implement existing fishery laws and regulations that would deter illegal fishing activities and the encroachment of commercial fishing vessels into municipal waters,” Lee said. The Bicolano lawmaker issued the statement following the release of a report from the Philippine Statistics Authority, which showed a 5.2 percent decrease on the fisheries production in the country for the fourth quarter of 2023 compared to the year before. “Sa isang banda, natutuwa tayo na kahit papaano tumaas pa rin ang year-on-year agriculture output natin sa Q4 pero sa kabilang banda ay nakababahala rin na bumaba ang produksyon natin sa pangingisda,” he said. “Kailangang paigtingin natin ang pagbabantay sa overfishing at ilegal na pangingisda dahil ito ang pangunahing dahilan ng pagbaba ng ating fish stocks. Malaki ang maiaambag ng pagsigla ng supply natin ng isda sa isinusulong natin na food security kung saan Winner Tayo Lahat,” he stressed. Lee said the decline in fisheries production “is certainly very concerning considering that we are an archipelagic country with one of the longest coastlines in the world.” “We are declared as the world’s center of marine biodiversity and yet our fisheries output has been consistently declining. Sabi nga ng mga kabataan, make it make sense,” he said. “Naniniwala tayo na ang administrasyong ito ay may sapat na political will para ipatupad ang ating mga batas na pumoprotekta sa kabuhayan ng ating maliliit na mangingisda at mabawasan ang kanilang pangamba na walang maipantustos sa pangangailangan ng pamilya, lalo na sa panahon ng pagkakasakit.” “Kabilang dito ang implementasyon ng Fisheries Code, partikular ang paglalagay ng vessel monitoring system (VMS) at electronic reporting system (ERS) sa mga commercial fishing vessels na naglalayag gamit ang bandila natin,” he added. “Mismong ang Bureau of Fisheries and Aquatic Resources na po ang nagsabi na mandatory ang installation ng mga VMS at ERS sa lahat ng commercial fishing vessels,” he further stressed. The latest report from the PSA showed that the 0.7 percent year-on-year increase in agriculture output in the fourth quarter of 2023 was driven mainly by improved crops, poultry, and livestock production.  Poultry production grew by 7.8 percent accounting for 13.7 percent of the total agriculture output, while livestock posted a 2.7 percent growth.
