LEE URGES PHILHEALTH, PCA TO EXPEDITE IMPLEMENTATION OF COCONUT FARMERS’ HEALTH BENEFITS

LEE URGES PHILHEALTH, PCA TO EXPEDITE IMPLEMENTATION OF COCONUT FARMERS’ HEALTH BENEFITS Cong. Manoy Wilbert Lee on Monday called on the Philippine Health Insurance Corporation (PhilHealth) and Philippine Coconut Authority (PCA) to fast-track the implementation of health benefits for coconut farmers which has been delayed for several years. The said benefits are mandated by Republic Act (RA) No. 11524 or the Coconut Farmers and Industry Trust Fund (CFITF) Act enacted in 2021 to ease the plight of coconut farmers through support on their health and livelihood. It can be recalled that on March 1, 2024, Lee had a meeting with the leadership of PhilHealth and PCA to discuss the importance of informing the coconut farmers and providing them the health benefits that they deserve saying: “Malaking tulong na alam ng ating mga magniniyog ang mga serbisyo ng PhilHealth para mabawasan ang kanilang pasanin at pangamba sa oras na sila ay magkasakit o magpa-ospital.” On April 4, 2024, the solon from Bicol filed House Resolution (HR) No. 1673 urging the Congress to thoroughly investigate the delayed implementation of the health and medical services for the coconut farmers and their families prescribed by the CFITF Act and Executive Order (EO) No. 172. Lee also filed HR No. 954 on May 9, 2023 upon discovering that only 34% of the total Coco Levy Fund was disbursed for fiscal year 2022 to provide grants and subsidies for the livelihood and welfare of coconut farmers. These measures are results of Lee’s constant collaboration with PhilHealth and PCA in crafting policies to ensure that Filipino coconut farmers will get what they deserve. Further, in May 26, 2024 episode of public service program “Si Manoy ang Ninong Ko,” where PCA Administrator Dexter Respicio Buted served as one of the resource persons, Lee stressed the need to prioritize the implementation of essential services for coconut farmers including livelihood assistance and health benefits, among others. A staunch health advocate, he successfully pushed for a 30% increase in PhilHealth benefits last February 14, after more than a decade of these not being adjusted or reviewed by the DOH and PhilHealth. These include increasing the PhilHealth benefit package for hemodialysis from P2,600 to P6,350 per session and from 90 sessions per year to 156 sessions annually, as well as the increase in breast cancer treatment coverage from P100,000 to P1.4M. He is likewise at the forefront of enhancing PhilHealth benefit packages by including costly diagnostic scans such as PET Scan, CT Scan and MRI, providing free optometric services, and increasing the state health insurer’s benefits by another 50%. Last House budget deliberations, through his persistent efforts, Lee was able to secure commitments from the Department of Health (DOH) and PhilHealth in implementing expanded health services for all Filipinos. Lee remarked Previous Activities Share the News! Stabilizing Food Prices: Cong. Wilbert “Manoy” T. Lee Says Anti-Agri Smuggling Law Will Protect Farmers and Consumers As inflation climbs to 4.4 percent in July, Cong. Wilbert “Manoy” T. Lee lauded the enactment of the Anti-Agricultural Economic Sabotage Act, a measure he principally authored. Lee stressed that cracking down on smuggling, hoarding, and price manipulation would bring much-needed relief to local food producers and Filipino consumers.  “Panahon na para masampolan ang mga smugglers at hoarders na nagpapahirap sa buhay ng ating mga kababayan,” Lee stated, urging swift implementation of the law. #EndEconomicSabotage #WilbertLeeAdvocacy #ProtectFilipinoFarmers #FoodPriceRelief Previous Activities Share the News! Round-the-Clock Port Operations: Cong. Wilbert “Manoy” T. Lee Pushes for 24/7 Government Services to Lower Rice Prices Cong. Wilbert “Manoy” T. Lee is pushing for 24/7 government services to address the growing backlog of rice shipments at ports, which has caused rice prices to spike. Lee’s House Bill No. 10426 aims to streamline government services and reduce delays that contribute to higher costs for Filipino consumers. “We need all hands on deck,” Lee emphasized, calling for round-the-clock operations at the country’s ports to lower rice prices and improve food security. Lee also warned that the benefits of Executive Order No. 62, which reduced rice tariffs, would be wasted unless port congestion is addressed. #24HourSolutions #LowerRiceCosts #WilbertLeeInAction #GovernmentReformNow Support Share the News! Restoring NFA Power To Sell Rice To Bring Price To As Low As P37/Kilo — Lee

Restoring NFA Power To Sell Rice To Bring Price To As Low As P37/Kilo — Lee In the House deliberations on amending Republic Act No. 11023 or the Rice Tariffication Law (RTL), AGRI Party-list Rep. Wilbert T. Lee has reiterated his call to restore the National Food Authority’s (NFA) power to buy palay from local farmers which would be sold at a cheaper price in the market for as low as P37 per kilo. According to Lee, if NFA were allowed to buy local palay and sell it to the public, it might result in P37 to P40 per kilo in the market, from the current P51 to P57 per kilo. The enactment of the RTL in 2019 prohibited the NFA from directly selling rice stocks to the market and limited its function to storing buffer stocks for calamities.    During the recent briefing at the House Committee on Agriculture and Food, the Department of Agriculture (DA) expressed its commitment to study the proposal to restore the NFA power to sell cheaper rice to the public.  The DA likewise proposed reallocation of the Rice Competitiveness Enhancement Fund (RCEF) as follows: 55% from 50% for farm machinery and equipment, retain 30% for Rice Seed Development, and 5% new allotment for the Soil Health Improvement, among others.  Lee, who filed House Resolution No. 1636 to scrutinize the impact of RCEF, welcomed these proposed amendments underscoring that the increased allocation for farm machinery and equipment to be implemented by the Philippine Center for Postharvest Development and Mechanization (PhilMech) will greatly benefit the productivity of local rice farmers. While Lee recognizes the high utilization rate of the RCEF Mechanization Program, he pointed out that there must be a proactive effort in supporting potential beneficiaries who cannot comply with the requirements due to the lack of resources such as the capacity to construct warehouses. Kaya let us demand better.” Lee To DA: Help Reduce Diabetes In PH By Mainstreaming Low-GI, High-Protein Rice

Lee To DA: Help Reduce Diabetes In PH By Mainstreaming Low-GI, High-Protein Rice AGRI Party-list Rep. Wilbert T. Lee urged the Department of Agriculture (DA) to partner with the International Rice Research Institute (IRRI) to hasten the release of ultra-low glycemic index (GI) and protein-rich variety of rice to Filipino farmers. Lee said mainstreaming the production of this variety of rice would greatly aid in the reduction of diabetes mellitus cases in the country. Based on the latest data from the International Diabetes Federation of which the Philippine College of Endocrinology, Diabetes and Metabolism is a member, out of a total adult population of 66,754,400 in the Philippines in 2021, there were a total of 4,303,899 cases of diabetes recorded, equivalent to 6.44 percent. Further, in 2023, deaths in the Philippines due to diabetes mellitus were recorded at 14,416 cases, or 6.2 percent share, making it the fourth leading cause of death in the country. The IRRI aims to introduce the ultra-low GI, high protein rice variety by 2025. The research institute said the multi-location trial for this has already been started in more than 10 provinces nationwide. Glycemic index is a ranking of carbohydrate-containing foods based on how slowly or quickly they are digested and increase blood glucose levels, with pure sugar having a score of 100. The IRRI said it expects more rice farmers to cultivate this variety once the trials determine the target market. According to IRRI scientists, the price of ultra-low GI, high protein rice will be the same as the normal rice available in the markets. Lee, a staunch health advocate, persistently pushed for the 30% increase in Philippine Health Insurance Corporation (PhilHealth) benefits which took effect on February 14. The solon also urged PhilHealth to provide unlimited coverage for cancer treatment, heart bypass surgery, and other diagnostic tests and preventive measures, as well as the effective implementation of the No Balance Billing policy to lessen the out-of-pocket medical expenses of patients and their families. Cleanse NFA Of Corrupt Officials, Lee Urges PBBM

Cleanse NFA Of Corrupt Officials, Lee Urges PBBM AGRI Party-list Rep. Wilbert T. Lee on Wednesday urged President Ferdinand “Bongbong” Marcos, Jr. to purge corrupt officials and employees of the National Food Authority (NFA) in order to restore public trust in the agency. Lee issued the call after NFA Administrator Roderico Bioco and 138 other NFA officials and employees were suspended by the Office of the Ombudsman for their alleged involvement in the anomalous sale of the government’s rice buffer stocks. “In order to restore the trust of the public in the NFA, there needs to be a revamp and the first step to that is to remove all officials involved in anomalies,” he added. The Ombudsman found  “sufficient grounds” to suspend Bioco and the others saying there was “strong evidence showing their guilt.” Amid the alleged anomalous sale of rice reserves, the Bicolano lawmaker filed House Resolution No. 1625 to probe the current policies of the NFA and its implementation regarding the optimal utilization of their goods and proper disposal methods. According to Lee, “There is a need to identify any gaps or loopholes in the existing policies of NFA. For the past several years, the Philippines has been resorting to imports to augment the rice supply in the local market. During a recent bilateral meeting with Cambodian Prime Minister Hun Manet, President Marcos said the Philippines wants to engage Cambodia in trade in agriculture, specifically rice. The country is also considering Cambodia as a rice supplier amid the El Niño dry spell.
